Effective July 1, 2006, certain private schools began billing school districts directly for tuition costs associated with students enrolled in Children’s Residential Project (CRP) Programs. To date, those private schools include:

Approved Payment Reports for 2022-23 APR 01, 2021-22 APR 02, and 2020-21 APR 03 are now available through the STAC Online (EFRT) System – DQPAY screen. Instructions how to navigate the DQPAY screen is available on the STAC webpage under “Training Materials” then “Instructional Guides for help in entering and amending approvals and navigating throughout EFRT's online screens” or type the following into your browser: https://www.oms.nysed.gov/stac/stac_online_system/online_instructions/guide_DQPAY.html
Approved Payment Reports for enrollment years 2015-16, 2016-17, 2017-18, and 2018-19 will be distributed through a paper mailing. STAC will only mail out reports to school districts that contain a tuition rate change (whether positive or negative). Reimbursement or recoupment for these paper APRs will first be accomplished as an APR Adjustment listed for the online CRP APR process viewable via the DQPAY screen within the STAC Online (EFRT) System. Any remaining adjustment amounts will be made available or recouped against a school district’s Section 4408 Summer Placements APR.
State Aid records payments for CRP students as if they are Chapter 721 Aid 100% payments and are recorded under the ST-3 Revenue Code A3104. The actual payments can be found on the State Aid website under the 2023-24 STAC Chapter Tuition Aid Cert page.
